Roberts Proposes Outreach Program for Emergency Preparedness

Commissioner Roberts proposed a systematic, grass-roots outreach program for Clatsop County. Introducing a county-wide approach to meeting the emergency preparedness needs of citizens and volunteers in Clatsop County with the initial three month pilot project to begin August 15th and will offer preparedness outreach for Clatsop County residents. It would call for volunteers from Seaside and Cannon Beach (and any others with experience and resources) to help develop an ongoing network. The outreach will include preparedness information for winter storms and the pilot project should be completed by December 2008.

Because much of the county has areas that have special needs or may have not received any outreach or education in the past in regards to emergency preparedness, Commissioner Roberts felt that it was critical to get the pilot project completed before the winter storm season began.

In presenting this idea to the board Roberts had a statement of work drawn up by Oregon E-Prep Outreach (OEPO) out of Seaside, Oregon. Deb Treusdell, president of OEPO would coordinate the pilot project with Doug Barker (Fire Dept & EMT), and Tom Horning (Geologist) assisting the project.

To achieve its objectives the following tasks were identified as being needed:
Enhance collaboration between cities, fire districts and volunteers through direct communication
Help create volunteer “champions” in various areas of the county
Utilize “PrepareWare” parties to encourage neighborhood organization
Work with County designee and CERT coordinators to establish ongoing collaboration for community outreach services
Provide mileage stipends for volunteer instructors
Create media plan and press-releases to inform the general public about outreach and education program

As part of the project the statement of work proposed:
Geological report and recommendations for Warrenton – completed by 9-30-08
Coordinate county participation in COSTCO Safety Fair – 9-18-08
Notify key agencies about the pilot project and engage in their support and assistance – 10-15-08
Two Outreach and Education workshops – 11-15-08
Three to five “PrepareWare Parties” in various neighborhoods – 11-30-08
Proposal for an ongoing program 12-30-08

The maximum amount needed for the contract, including all expenses necessary, would not exceed $5,650.

The proposal will be on the next BOCC agenda.
